Yes, Ron Killings is back. According to both Fightful and PWInsider the release was real but “his return came together” in the last 72 hours after Nick Khan personally reached out to him. And yes if you look at WWE Shop they list him as Ron Killings instead of as R-Truth. Between us I’m skeptical he was ever really gone. He MIGHT have been told his contract wasn’t being renewed, but even that is open to interpretation when Paul “Triple H” Levesque answers a legitimate question about it with “all part of the show man.”
